General Statement of Duties The Senior Management Analyst manages complex and confidential operational and administrative projects that transcend department lines or require a high degree of specialized knowledge. Projects may include major service restructuring plans and activities, organizational development, best practice analysis and process improvement in a variety of Town operations such as budget development and control; accounting and fiscal reporting; staffing; purchasing; facilities development; space and program planning; and operational planning and evaluation. Depending on the project, to accomplish goals the Analyst either acts independently and executes specific actions directly or directs and supervises the work of assigned staff. The Analyst exercises considerable initiative and independent judgment within an assigned area of responsibility.

The Senior Management Analyst works under the direction of the First Selectman and the Town Administrator.

Qualifications EDUCATION & EXPERIENCE:

Bachelor's Degree from an accredited college or university in Business, Finance, Public Administration or a closely related field. Master's Degree in Public Administration preferred.

Six (6) years responsible experience in one of the fields listed above of which at least three (3) years have been directing or coordinating programs, projects and personnel.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

Thorough knowledge of the principles, practices and procedures of business administration, financial management, process management and control.

Demonstrated ability to apply management principles and procedures to operational processes in modern governmental or not-for-profit organization.

Knowledge of local, State and Federal rules, regulations, ordinances and laws affecting daily business operations in a municipal environment.

Demonstrated analytical ability and research skills as well as complex problem-solving abilities.

Outstanding interpersonal and communication skills, both written and oral.

Excellent skills in Microsoft Office and industry-related software applications for report writing, financial analysis, database management, etc.

Ability to think and plan strategically.

Excellent capacity to research, compose and present reports both orally and in writing.

Proficiency in public presentations that and impart technical or financial information in a clear and concise manner to non-technical policy makers and to the public.

Ability to act with courtesy, diplomacy and tact.

Capability to work independently.

Skill in directing and supervising professional, technical and clerical personnel.

Proven ability to establish and maintain effective, cooperative working relationships with superiors, associates, Town Officials, Town staff, vendors and the general public.

ESSENTIAL FEATURES:

Assists Town Officials with the identification, planning and implementation of best practice solutions to an assigned operational area or program. This includes coordination of necessary materials for related evaluation and analysis of project components vis-à-vis department plans and mission.

Advises the First Selectman, the Town Administrator or other Town Officials as to the viability of a proposed action. Develops project timelines and schedules, prepares budgets, monitors expenses and tracks deliverables.

Develops, implements and evaluates processes, procedures or plans and strategies to support and streamline the operational requirements of various Town Departments.

Carries out projects as assigned by the First Selectman or the Town Administrator on complex issues affecting Town operations making recommendations and preparing reports in a timely manner at various stages of the project. Serves as liaison across various departments in all matters related to the goals and objectives of the project.

Coordinates and provides training and support on various projects as needed.

Performs related duties as required.

Supplemental Information All positions may be subject to an interview process.

All outside candidates will be required to undertake and successfully pass a pre-employment medical examination, which includes a substance abuse test, given at the Town's expense prior to employment if conditionally offered a part time, full time or safety sensitive position.

Certain categories of Town employees (Police, Fire, Nurses, etc.) are at special risk of Hepatitis B and will be offered a protective vaccination beginning the first day of employment. New, regular full time employees will be required to demonstrate their vaccination status against Hepatitis B.

The Town of Greenwich has implemented a policy of background investigations for all full and part time positions positions prior to hiring as part of the reference checking procedures for outside candidates. The investigation will only be conducted as the last step prior to an offer. Refusal to sign the release form will terminate the candidate's further consideration.
